WCAG has set the standard for web content accessibility legislation in most countries around the world. <\/p><p>The WCAG were created by the World Wide Web Consortium, known as W3C, to address the accessibility of websites. The W3C was founded in October 1994 at the MIT Laboratory for Computer Science (MIT\/LCS). Founding members include several top scientists and at the end of 2019, the organization had over 440 members, including leaders from business, non-profit organizations, universities and various government agencies.  <\/p><p>Originally, W3C focused on the standardization of web protocols so that websites and web tools are compatible with each other. Each W3C standard is reviewed, tested and analyzed several times before it is approved by the members. <\/p><p>Internet accessibility was an early topic addressed by the W3C. The first version of the WCAG was published in 1999. It was revised in 2018, resulting in the WCAG guideline we know today.  <\/p><\/div><\/div><h3 class=\"vc_custom_heading vc_custom_1674265531721\" data-da-style=\"true\">Principles of the WCAG<\/h3><div class=\"wpb_text_column wpb_content_element \"><div class=\"wpb_wrapper\"><p>The WCAG is extensive and complex and includes various aspects and requirements. Since then, EU authorities have taken into account the needs of citizens with disabilities in their policy decisions. <br><br><\/p><p> <\/p><\/div><\/div><h3 class=\"vc_custom_heading vc_custom_1674266912668\" data-da-style=\"true\">The important milestones on the way to web accessibility were as follows:<\/h3><div class=\"wpb_text_column wpb_content_element \"><div class=\"wpb_wrapper\"><p>In 2006, the Riga Declaration was issued, which set full Internet accessibility as a goal for the coming years.<\/p><p>In 2010, the European Disability Strategy was adopted to harmonize the accessibility requirements for disabled citizens in all EU member states.<\/p><p>In 2015, the first version of EN 301549 was published by ETSI, in which the accessibility standards for the private sector were defined.<\/p><p>In 2016, the Web Accessibility Directive required all public services to make their websites and associated mobile applications accessible to users with disabilities.<\/p><p>The latest version of EN 301549 was published in 2018 based on the Web Content Accessibility Guidelines (WCAG) of the World Wide Web Consortium (W3C). These defined accessibility standards were enshrined in law with the adoption of the EAA in 2019. <\/p><p>The EAA gives private companies five years to comply with the accessibility requirements. These five years end on June 28, 2025. <br><br><\/p><p> <\/p><\/div><\/div><h3 class=\"vc_custom_heading vc_custom_1674266939134\" data-da-style=\"true\">What are the EAA&#8217;s requirements?<\/h3><div class=\"wpb_text_column wpb_content_element \"><div class=\"wpb_wrapper\"><p>The EAA does not define any country-specific accessibility standards or compliance requirements but, as usual, leaves the detailed elaboration to the sovereignty of the individual member countries. However, the EAA defines usability requirements that are based on WCAG 2.1, such as that no website or digital service may be limited to a single interaction mode. For example, audio content must also be accessible via captions and written text must also be accessible via a screen reader.   <br><br><\/p><p> <\/p><\/div><\/div><h3 class=\"vc_custom_heading vc_custom_1674266975542\" data-da-style=\"true\">Who must comply with the EAA?<\/h3><div class=\"wpb_text_column wpb_content_element \"><div class=\"wpb_wrapper\"><p>The EAA is not designed as a blanket law that affects everyone. The products and services covered by the new law include, for example: <\/p><ul data-da-list=\"true\" data-da-id=\"159\" data-da-next=\"160\" data-da-prev=\"158\" data-da-focused=\"false\"><li data-da-list-item=\"true\" data-da-id=\"160\" data-da-next=\"161\" data-da-prev=\"159\" data-da-focused=\"false\">Computers and operating systems<\/li><li data-da-list-item=\"true\" data-da-id=\"161\" data-da-next=\"162\" data-da-prev=\"160\" data-da-focused=\"false\">Telephone services and related equipment<\/li><li data-da-list-item=\"true\" data-da-id=\"162\" data-da-next=\"163\" data-da-prev=\"161\" data-da-focused=\"false\">Audiovisual media services, such as television broadcasts and related consumer devices<\/li><li data-da-list-item=\"true\" data-da-id=\"163\" data-da-next=\"164\" data-da-prev=\"162\" data-da-focused=\"false\">Services in connection with air, bus, rail and other passenger transportation<\/li><li data-da-list-item=\"true\" data-da-id=\"164\" data-da-next=\"165\" data-da-prev=\"163\" data-da-focused=\"false\">Banking services<\/li><li data-da-list-item=\"true\" data-da-id=\"165\" data-da-next=\"166\" data-da-prev=\"164\" data-da-focused=\"false\">eBooks<\/li><li data-da-list-item=\"true\" data-da-id=\"166\" data-da-next=\"167\" data-da-prev=\"165\" data-da-focused=\"false\">eCommerce<\/li><\/ul><\/div><\/div><div class=\"wpb_text_column wpb_content_element \"><div class=\"wpb_wrapper\"><p>Although the regulation is originally aimed at public and government groups, it also indirectly affects private companies. Companies that provide services to government bodies in Europe must ensure that their accessibility standards meet the requirements of the law. The EAA also requires that all online services provided by companies are accessible to people with disabilities.  <\/p><p>The EU directive defines transition periods and additional requirements: Accordingly, newly created websites had to be accessible by September 2019, while existing websites must be accessible by September 2020. Mobile applications have an extended deadline until June 2021. In addition, the operator of the website must publish an accessibility statement and offer a feedback option for users.  <br><br><\/p><\/div><\/div><\/div><\/div><\/div><\/div>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4c4c892 elementor-widget elementor-widget-text-editor\" data-id=\"4c4c892\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<div class=\"row_col_wrap_12 col span_12 dark left\"><div class=\"vc_col-sm-8 vc_col-md-offset-2 wpb_column column_container vc_column_container col no-extra-padding inherit_tablet inherit_phone \" data-padding-pos=\"all\" data-has-bg-color=\"false\" data-bg-color=\"\" data-bg-opacity=\"1\" data-animation=\"\" data-delay=\"0\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><h4 class=\"vc_custom_heading vc_custom_1674267108339\" data-da-style=\"true\">Act on Equality for People with Disabilities<\/h4><h2 class=\"vc_custom_heading vc_custom_1674267118139\" data-da-style=\"true\">German legislation<\/h2><div class=\"wpb_text_column wpb_content_element \"><div class=\"wpb_wrapper\"><p>The regulations on how website accessibility must be implemented in Germany are set out in the Disability Equality Act and the Accessible Information Technology Ordinance.<\/p><p>The Federal Disability Equality Act (BGG) obliges federal authorities to make their websites accessible. With the amendment of the BGG in 2016, regulations for an accessible intranet were added. In July 2018, it was adapted in line with <a href=\"https:\/\/www.bundesfachstelle-barrierefreiheit.de\/DE\/Themen\/EU-Webseitenrichtlinie\/eu-webseiten-richtlinie_node.html\" data-da-link-item=\"true\" data-da-id=\"168\" data-da-next=\"169\" data-da-prev=\"167\" data-da-focused=\"false\" data-da-down=\"169\" data-da-up=\"167\">EU Directive 2102<\/a>.
